Hi!
Using V1.5 beta2.7 Win32 I have a problem with the attached part.
The part needs to be scaled x24.5 (inch -> mm) in order to have correct dimensions.
But when doing so, the scaled part is out of center pretty much and cannot be placed properly using the sliders or the "Center" button.
Is this a bug or a user's problem?

It works for me ... I used the "inch->mm" rather than "scale". This is on WinXP with the Win7 1-5-2-7

I experience this problem as well. It goes away if I uncheck "Bed is Round" under Printer->Hardware. Doing this makes the sliders function normally and the part is centered correctly as well. So I would say definitely a bug if "Bed is Round" option is supposed to be usable.
