Extrusion Width, Skin Thickness and Loops Oh My

Davide's eloquent "Unoffical KISSLICER MANUAL AND CONFIGURATION GUIDE" mentions:
Number of loops: should be used to get skin thickness ( = number of loops x extrusion width). Best would be having skin thickness as a perfect multiple of layer thickness.
Skin thickness: you want it to be a multiple both of extrusion width and layer thickness.
So what does KISSlicer do when Layer Thickness, Extrusion Width, Skin Thickness and Num Loops are not perfect multiples of each other? Is there a heirarchy? Does KISSlicer do the best it can to print the specified Skin Thickness or does it round up or down? Do loops get rounded down if it would cause greater than specified Skin Thickness? Etc...
