Cooling fan never turns off, even though it's supposed to.

You will see M106 S0 doesn't appear anywhere, even once, even though Inside is set to 0.

This is confusing. I want the part cooling fans OFF when it's printing the inside, but they never turn off.

Also, I can't attach the gcode because the extension .gcode isn't allowed. So, here is an example of what it says:
