Strange Loop Path Behaviour

Ive uploaded it as a test STL on it's own:

Unfortunately I cant add an STL here. The model seems manifold and I can see any overlapping vertices or edges. Is this a bug, or is the model at fault?
ive played around with different settings CRown/Seam/Stepover - none of them seem to make any difference. The only time this behaviour stops is if I only do a single loop.... but I dont want to just do a single loop, for the sake of model strength
So my thinking : If it is a model issue, why is there no issue on a single loop? Thus I would lean towards thinking this is a bug. I wish I could re-produce it with a simple model.
