heatsink on the chip

I keep seeing that increasing the voltage to 1.6 volts and placing a heat sink on the chip will improve overall print quality, Is there a link to a step by step instruction on how to do this? My main question is where is the chip located? Also can someone explain to a newbie why replacing the hot end will make for better prints? What should I look for when trying to upgrade these components?
