Cooling fan acceleration every new layer, and fan priming

What about cooling fan acceleration like we already have max printing speed acceleration at each new layer after the first layer ?
Starting at low fan speed would help preventing warping and then the fans could accelerate a bit each new layer as you get away from the print bed.
Another suggestion: fan priming. Fans won't start if speed is too low. But once started they can then fallback to that low speed where they wouldn't start before. So if fans were primed at full speed for a few seconds we could then use lower fan speeds.
