This is on every layer for me, sparse and solid infill, not just top layer.

Print test for me confirmed that an overlap value of 1.9 gives equivalent results as a value of 1 in prior releases.

To me, the first layer looks about how I would expect, whereas layer 2 does not.

You're right, 1st layer is right with overlap of 1, but every layer after is not overlapping the perimeter.

There is an issue with the Loop/Solid Infill slider under Profile -> Printer - >Hardware.
It is marked as 0-2 now where it used to be 0-1.
Add 1.0 to your old values and it should be the same as it was in 1.6.3
