While https://blocklist.rkn.gov.ru/ site is mute about kisslicer.com or its IP address, I have just checked from within the rusty curtain and yes, the traceroute stops midway. Problem is, there are over 1000 sites hosted on the same IP with kisslicer.com, so, knowing РКН, they must have blocked the whole bunch because there was one they didn't like. And there's no easy way to tell which one. Not that knowing it would help, they're just too happy to block half the internet for no reason. So you'll have to resort to proxies, VPNs and stuff.

Oops, while Ukraine was also known for some silly firewallings they're not *that* known for atrocious half-the-net massacres. That's interesting. The site is forbidden both in Russia and Ukraine… can't even imagine what could it be, probably two different sites on the same ip
